Acceptance Review - Emergent Relief Reques t ANO2-ISI-017 - Proposed Alternative to Utilize ASME Code Case N-513-4 (MF5107)Mr. Clark, By letter dated October 31, 2014 (Agencywide Documents Access and Management System Accession No. ML14309A183), Entergy Operations, Inc. (Entergy, the licensee), submitted a relief request to utilize ASME Code Case N-513-4, "Evaluation Criteria for Temporary Acceptance of Flaws in Moderate Energy Class 2 or 3 Piping Section XI, Division 1," to evaluate a through-wall flaw that was identified in service water piping at Arkansas Nuclear One, Unit 2. This Code Case is not yet approved by the NRC.
The purpose of this letter is to provide the results of the NRC staff's acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed tech nical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant..
The NRC staff has reviewed your application and concluded t hat it provides technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment.
This acceptance review was initially completed as part of the emergent review of the relief request and subsequent verbal authorization, granted by the NRC staff on November 1, 2014. This email formally dockets that acceptance review. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
