==Dear Dr. Unlu:==

By letter dated December 6, 2005, the Pennsylvania State University (PSU) submitted an application to the Nuclear Regulatory Commission (NRC) for renewal of Facility Operating License No. R-2 for the Penn State Breazeale Reactor (PSBR).

Based on initial review of the application, the NRC staff determined that PSU submitted sufficient information such that the application is acceptable for docketing in accordance with Title 10 of the Code of Federal Regulations (CFR) Section 50.33 and 50.34. However, the staff's determination does not preclude requests for additional information as the review proceeds.

Enclosed is a copy of the notice of acceptance of the application for docketing being sent to the Office of the Federal Register for publication. The notice provides the opportunity to request a hearing and to file a petition for leave to intervene.
