[External_Sender] DRAFT TS Correction Request Date: Tuesday, December 13, 2016 6:17:48 PM Michael, Below are a list of grammatical corrections that I would like made to our Technical Specifications.

I do not believe any of these require any analysis.

They simply correct grammar or typographical errors in our license and Tech Specs.

General Corrections

1)License pulse limit should be changed from $2.55 to 830ºC.Basis: The $2.55 limit was not updated from the previous version of the Technical Specification.

The current analysis is based upon temperature reached during a pulse. The current specification is for any pulse to be limited such that the temperature reached in the hottest fuel element will not exceed 830ºC.Table of Contents: 1)3.10 - Add section headings for 3.10.1 through 3.10.5.Basis: Formatting corrections proposed for Section 3.10. Implement consistent formatting throughout the document.2)4 - Page numbering is currently incorrect from this page onward. In the corrections for section 4, we propose adding a blank page at the beginning of this section. If this change is made, Section 4 will begin on p. 27. Correct the page numbers throughout the rest of the Table of Contents.Basis: Implement consistent formatting throughout the document.3)4.0 - Add an item to the table of contents for "4.0 General".Implement consistent formatting throughout the document.4)Section titles under 6.2 should be as follows: 6.2.1 ROC Composition and Qualifications 6.2.2 ROC Rules 6.2.3 ROC Review Function 6.2.4 ROC Audit Function Basis: Implement consistent formatting throughout the document.

5) 6.6.2 - In this title, change "Identified in Section 6.6.2" to "Identified in Section 6.7.2".

Basis: Implement consistent formatting throughout the document.

6) 6.8 - Capitalize "be" in the titles of sections 6.8.1, 6.8.2, and 6.8.3: "Records to Be Retained".

Basis: Implement consistent formatting throughout the document.

7) 6.8.2 - Change "Training Cycle" to "Certification Cycle" to match the document text.

Basis: Implement consistent formatting throughout the document.

Section 3: 1) Section 3.5, Specifications

a. - Add a comma after "maintenance".

Basis: Grammatical correction for consistency.

2) Section 3.5, Specifications
b. - Add a period to the end of the sentence. Basis: Implement consistent formatting throughout the document.
3) Section 3.5 Basis - In the 11 th line of the paragraph, add a comma after "to the unrestricted area". In the 13 th line of the paragraph, add a comma after "maintenance".

Basis: Grammatical corrections.

4) Section 3.8.1 Basis - In the first sentence, change "movable" to "unsecured".

Basis: The specification applies to all unsecured experiments.

5) 3.8.1 Basis - Remove the sentence "Movable experiments are by their very nature experiments in a position were it is possible for a sample to be inserted or removed from the core while critical."

Replace it with: "Unsecured experiments are located in such a way that it is possible for them to be removed from or inserted into an irradiation facility, either accidentally or deliberately, while the reactor is critical."

Basis: The basis needs to explain why the specification applies to all unsecured experiments, not just movable experiments.

This change makes the basis consistent

with the definitions in 1.10.

6) Section 3.8.1 Basis - Add a comma after "unsecured" in the second paragraph.

Basis: Grammatical correction for consistency.

7) Section 3.8.2 Specifications
a. - Remove period before semicolon at end of paragraph.

Basis: Implement consistent formatting throughout the document.

8) Section 3.8.2 Basis - Change "failure of an experiment involving explosive materials" to "failure of an experiment involving explosive or corrosive materials".

Basis: This section addresses both explosive and corrosive experiment materials.

9) Section 3.8.2 Basis - Change "potential damages" to "potentially damaged".

Basis: Grammatical correction.

10) Section 3.10 - Make the following changes to the subsection headings in this section: Change "LCO T1, Permissible in-core Target lattice positions."

to "3.10.1 Permissible In-Core Target Lattice Positions

". Change "LCO T2, Pulse or square wave mode operation with targets located in any core lattice position."

to "3.10.2 Pulse or Square Wave Mode Operation with Targets Located in Any Core Lattice Position

".Change "LCO T3, Allowed Target Storage Locations."

to "3.10.3 Allowed Target Storage Locations

". Change "LCO T4, Target Fabrication Requirements."

to "3.10.4 Target Fabrication Requirements

". Change "LCO T5, Mo-99 Target Irradiation."

to"3.10.5 Mo-99 Target Irradiation

". Also add each of these section headings (with corrected numbering, capitalization, and punctuation) to the Table of Contents.

Basis: Implement consistent formatting throughout the document. This includes correcting the numbering system, bolding and correctly capitalizing the titles, removing unnecessary punctuation, and adding the section headings to the Table of Contents.

11) Section 3.10.1 Applicability

- Change "Any time when targets are located" to "This specification applies to the core at any time when targets are located".

Basis: Implement consistent formatting throughout the document.

12) Section 3.10.1 Objective - Change "To ensure assumptions made" to "The objective is to ensure that assumptions made".

Basis: Implement consistent formatting throughout the document.

13) Section 3.10.2 Applicability

- Change "Any time when targets are located" to "This specification applies to the reactor at any time when targets are located".

Basis: Implement consistent formatting throughout the document.

14) Section 3.10.2 Objective - Change "To prevent all pulse activity" to "The objective is to prevent all pulse activity".

Basis: Implement consistent formatting throughout the document. 15) Section 3.10.3 Applicability

- Change "Any time targets are located" to "This specification applies to targets at any time when they are located". Basis: Implement consistent formatting throughout the document.

16) Section 3.10.3 Objective - Change "To maintain k-effective" to "The objective is to maintain k-effective".

Basis: Implement consistent formatting throughout the document.

17) Section 3.10.4 Objective - Change "To assure that targets" to "The objective is to ensure that targets".

Basis: Implement consistent formatting throughout the document. Correct word usage.

18) Section 3.10.5 Objective - Change "assure" to "ensure".

Basis: Correct word usage. Please do not hesitate to call me if you have any questions.
