ATTACHMENT 3RESPONSETONRCREQUESTFORINFORMATION RELATEDTOTURBINEDISCSSITE-SPEC IFICGENERALQUESTIONS I.LPTurbinedesignandocratingdata:A.'~biTheFloridaPower8LightCompany,St.Lucie¹1unitconsistsofonetandemcompoundfourflow,threecasings,condensing, 1800RPMturbineutilizing 44in.lastrowbladesineachlowpressureelement.Thelowpressureelementisdesignated asaBuildingBlock(28l.B.HoursofoerationforeachLPTurbine:BothLProtorsinstalled intheUnit1turbinehadoperatedatotalofapproximately 24,120hoursasofMarch15,1980whentheunitwastakenoff-lineforrefueling.
BasedoncurrentWestinghouse inspection criteria,aninspection oftheUnit1LProtorswouldbeindicated basedonthe5-yearoperating criterion ratherthanthe PllCItl postulated cracksizecriterion.
Unit1willnotachieve5yearsofoperation ontheLProtorsuntilmid-1982.
However,inrecognition ofcurrentNRCconcernsaswellasthepotential commercial penalties associated withadiscfailure,FPLwillinspecttheLProtorsatSt.LucieUnit1duringthecurrentoutage.fP8Lwillprovidetheresultsofthisinspection totheNRCwhentheresultsbecomeavailable.
C.Numberofturbinetrisandoverseeds:Basedonthelimitedreviewpredicated bytherequiredresponsetime,ourrecordsindicatethatUnit1hasundergone approximately 9overspeed tripsand62turbinetripsfrompoweroperation.
The9overspeed tripsweretheresultofrequiredtestingoftheoverspeed tripdevice,andthe62turbinetripsreportedarebasedonrecordsofreactortrips.Asreactortripsatlowpowerlevelswillnotnecessarily involveaturbinetrip,thisnumber(62)isalsosubjecttorevision.
