Thi; letter forwards the results and conclusions of an inspection conducted | |||
October 23 - 27,"1989, at Millstone Unit 1, regarding the implementation of the | |||
Emergency Operating Procedures (EOP)<and.your response to NRC Bulletin No. | |||
88-07 and Supplement 1, Power Level Oscillations. | |||
Your attention is directed to sections 3 and 4 of the report concerning the | |||
technical deviations and deficiencies discussed during the inspection of the | |||
Emergency Operating Procedures (EOPs). | |||
The technical deviations from the BWR | |||
Owner's Group (BWROG) Emergency Procedures Guidelines (EPG) (which were | |||
previously accepted by an NRC staff safety evaluation report) appear to be | |||

incompletely evaluated in the licensee's deviation document to justify differ- | |||
ences between the EPG and the Plant Specific Technical Guidelines (PSTG). | |||
Further, some of the deficiencies noted in this inspection, especially in the | |||
area of human. factors appear to be repetitive of previous inspection findings | |||
