SUBJECT: EMERGENCY OPERATING PROCEDURES AND POWER OSCILLATION INSPECTION

(INSPECTION REPORT NO.- 50-245/89-19)

Thi; letter forwards the results and conclusions of an inspection conducted

October 23 - 27,"1989, at Millstone Unit 1, regarding the implementation of the

Emergency Operating Procedures (EOP)<and.your response to NRC Bulletin No.

88-07 and Supplement 1, Power Level Oscillations.

Your attention is directed to sections 3 and 4 of the report concerning the

technical deviations and deficiencies discussed during the inspection of the

Emergency Operating Procedures (EOPs).

The technical deviations from the BWR

Owner's Group (BWROG) Emergency Procedures Guidelines (EPG) (which were

previously accepted by an NRC staff safety evaluation report) appear to be

'

incompletely evaluated in the licensee's deviation document to justify differ-

ences between the EPG and the Plant Specific Technical Guidelines (PSTG).

Further, some of the deficiencies noted in this inspection, especially in the

area of human. factors appear to be repetitive of previous inspection findings

,

in the E0P area.

-We plan.to discuss these issues with your staff at a management meeting

scheduled for March 1, 1990 in the Region I office. We note that your staff

agreed to review these matters but did not provide dates when these actioni,

will be complete. At the meeting noted above, your staff should be prepared to

'

address dispositions and completion dates for these actions.
