(A) Letter, LD-88-110, A. E. Scherer (C-E) to L. C. Rouse (NRC), dated October 10, 1988 (B) Letter, LD-89-031 A. E. Scherer (C-E) to L. C. Rouse (NRC), dated March 22, 1989 l

Dear Mr. Rouse:

In Reference ( A), Combustion Engineering requested a one year license extension for Special Nuclear Material License No. 33.

At that time we informed you that we would submit license amendments and environmental information in support of our Revitalization Program underway at our Hematite facility.

An amendment in support of a i

start-up test program was submitted to the Nuclear Regulatory l

Commission, via Reference (B), on March 22, 1989. The purpose of this letter is to provide the environmental information that supports start-up testing and production operations of the revitalized facility.

Combustion Engineering is in the process of erecting approximately 23,000 square feet of additional manufacturing space between existing buildings 240 and 255.

The new buildings provide space for two new l

pellet lines and storage. Our plans are to perform a start-up test program utilizing depleted uranium to verify operability of the new l

pellet lines. This test program is scheduled to begin in or about June 1,1989.

Production with enriched uranium is scheduled to begin about September 1,1989.

The enclosure to this letter provides information on the revitalized facility and the associated environmental effects.
