By letter dated ' April 16, 1986, Georgia Power Company requested authorization to utilize subarticle NC-3600 of the Winters 1981 Addenda to the 1980 Edition of the ASME Section III Code for Class 2 piping stress analysis and subarticle ND-3600 of the Sumer 1984 Addenda to the 1983 Edition of the ASME Section III Code for Class 3 piping stress analysis for Vogtle, Units 1 and 2.-

The letter stated that the use of these later addenda will be limited to small bore piping in the. reconciliation process required by IE Bulletin 79-14. The material, fabrication, examination, and overpressure protection requirements of Articles-NC/ND 2000, 4000, 5000, and 7000 and the balance of Article NC/ND

3000 in the Code of Record for Vogtle (the ASME Boiler and Pressure Vessel Code,1974 Edition with the Sumer 1975 Addenda) will be met.

In addition, by letter dated May 23, 1986, Georgia Power Company comitted to include these later addenda relative to subarticles NC/ND 3600 in FSAR Sections 3.9.B.1.4.2 and 3.9.B.2.

so -Y21 Mr. Richard Conway in 10 CFR 50.55a(b)(1) which allows the use of the ASME Boiler and Pressure Vessel Code through the 1983 Edition'through the Sumer 1984 Addenda. The staff has concluded that the changes in subarticle NC-3600 of the Winter 1981 Addenda to the 1980 Edition and subarticle ND-3600 of the Summer 1984 Addenda to the 1983 Edition of ASME Section III are all-inclusive and can be used without making further comitments to other sections of the ASME Code.

Therefore, because the use of these later addenda will have no adverse impact on public health and safety, the staff has further concluded that your request is acceptable.
