SUBJECT:

UPDATED VERSION OF THE FCLB LICENSING MANUAL Please find attached for your immediate use and information an updated FCLB Materials licensing Procedures Manual dated September 1997. The Manuai promotes quality, consistency, and efficiency in our licensing reviews.

It also provides a good orientation about licensing procedures for staff who are new to the branch.

The updated Manual incorporates procedural changes that occurred between September 1996 and the present.

For example, the Manual includes new provisions for tracking exemption requests, charging fees for

' 970.32 and $40.35 post-implementation reviews, conducting acceptance reviews, reporting staff hours on RITS forms, and processing licensing correspondence within the branch.

Pam Shea prepared the updated manual based on previous editions.

Please refer any. suggestions or revisions to Ms. Shea, who plans to produce another update of the manual in December 1997.
