Special Nuclear Material (SNM) is fissile material. They are specifially defined by the Atomic Energy Act of 1954 as plutonium, uranium-233, or uranium enriched in the isotopes uranium-233 or uranium-235.
NRC regulations require each licensee who possessed during a reporting period special nuclear material (SNM) in a quantity totaling 1 gram or more of contained uranium U235, U233, or plutonium to prepare and submit in computer-readable format reports concerning SNM received, produced, possessed, transferred, consumed, disposed of, or lost.
