Dear Mr. Taylor 1
On April 9, 1986, Texas Utilities (TU) wrote to you concerning Enforcement Action Nos. 83-64 and 83-132. Through this letter TU withdrew its opposition to EA No. 83-132 but continued its opposition to 83-64.
On April 9, 1986, Texas Utilities (TU) wrote to you concerning Enforcement Action Nos. 83-64 and 83-132.
The undersigned represents a number of parties, principally Charles Atchison and Citizens Association for Sound Energy, who are directly involved in the issues raised by EA 83-64. It is the desire of those parties that we file a response to the TU position, and we intend to do so in the near future.

Comanche Peak Nuclear Power Plant, Dkt. Nos. 50-445/446

-(Enforceme".t Actions 83-64, 132)

Dear Mr. Taylor 1

On April 9, 1986, Texas Utilities (TU) wrote to you concerning Enforcement Action Nos. 83-64 and 83-132.

Through this letter TU withdrew its opposition to EA No.83-132 but continued its opposition to 83-64.

The undersigned represents a number of parties, principally Charles Atchison and Citizens Association for Sound Energy, who are directly involved in the issues raised by EA 83-64.

It is the desire of those parties that we file a response to the TU position, and we intend to do so in the near future.

However, because of NRC litigation in the Comanche Peak case, our response cannot be filed before May 10, 1986, and we 4

request until that time to file our reply.

j Specifically, our clients believe that the information provided to the NRC by TU about their reform, including the

{

replacement of management personnel, the systems for evaluating worker concerns, and the assertion that employees with QA 1

responsibilities "are encouraged and free to identify non-conforming conditions" is demonstrably false.

Further, TU did not ' inform the NRC of other significant Department of Labor and Atomic Safety and Licensing Board findings which directly undercut the positions taken by Applicants.

{

i Our response will provide other relevant information which is material to your decision.

Please notify us it. mediately if there is any problem with our proposed May 10 filing date.

sincerely, j
