NRC INTEGRATED INSPECTION REPORTS NOS. 50-325/98-07. 50-324/98-07

NOTICE OF VIOLATION

Dear Mr. Keenan:

On July 18, 1998, the NRC completed an inspection at your Brunswick reactor

facility. The enclosed report presents the results of that inspection.

During the six weeks covered by this inspection period, our ins)ectors found

that your staff generally took a safety conscious approach to t1e activities

conducted at the Brunswick plant.

However. two violations of NRC requirements

were identified. We are concerned about the first violation because in some

examples severai barriers such as independent verification failed.

These

examples and others were a factor in your decision to start a human

performance improvement initiative at the site. We are concerned about the

second violation because the impact of relay failures in a risk significant

system was not promptly evaluated and resolved.

Management was responsive to

this issue once it was raised oy the inspections.

During the inspection period, the NRC received a response dated August 5,1998

to Notice of Violation 50-325(324)/98-06-06, 09, 12. 13. 14.

We have

evaluated your response and found that it meets the requirements of

10 CFR 2.201. We will examine the implementation of your correction actions

during future inspections.

These violations are cited in the enclosed Notice of Violation (Notice) and

the circumstances surrounding the violations are described in detail in the

I

enclosed report.

Please note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice when

preparing your response.

The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance

with regulatory requirements.
