RESULTS NOS. 50-277/86-04(0L) and 50-278/86-04(0L)

This transmits the Examination Report of Operator Licensing Examinations and

the results of a partial Operator License Requalification Program Evaluation

conducted by USNRC Region I at the Peach Bottom Atomic Power Station the week

,

of March 10, 1986. At the exit interview held on March 13, 1986, the

preliminary results cf the Operating Licensing examinations were discussed.

There is one area of concern that warrants your further attention. As detailed

'

in the attached report, a generic weakness was noted, during the oral

s

examinations, among the Senior Reactor Operator candidates in their hesitancy

i

to implement the Peach Bottom Emergency Plan. Although their overall actions

met the minimum requirements for protecting the health and safety of the

public, it was demonstrated in an untimely or hesitant manner.

Increased

i

emphasis should be placed on this subject area during future Senior Reactor

Operator License training programs and continued as part of the license

requalification program. This concern will be noted and followed up during

j

future License Training Program inspections.
