(NOTICE OF VIOLATION) | |||
Dear Mr. Frizzle: | |||
On October 26,1996, the NRC completed an inspection at your Maine Yankee reactor | |||
facility. The results of that inspection were discussed with Messrs. G. Leitch, D. Whittier, | |||
R. Blackmore, and others of your staff at an exit meting held on October 31,1996. The | |||
enclosed report presents the results of tFat inspection. | |||

During the 6-week period covered by this inspection period, your conduct of activities at the | |||
Maine Yankee facilities was safety focused. However, we continue to note plant material | |||
condition problems challenging operator performance. | |||
Based on the results of this inspection, two apparent violations were identified. The | |||
violations involved failure to maintain the primary vent stack sampling system operable | |||
during maintenance on October 4,1996, and failure to properly control safeguards | |||
information on October 17,1996. | |||
These violations are cited in the enclosed Notice of Violation, and the circumstances | |||
surrounding the violations are described in detail in the enclosed report. Please note that | |||
you are required to respond to this !etter and should follow the instructions specified in the | |||
enclosed Notice when preparing ycur response. The NRC will use your response, in part, to | |||
determine whethe. further enforcement action is necessary to ensure compliance with | |||
regulatory requirements. | |||
