Serpan, Jr. , Chief Materials Engineering Branch Office of Nuclear Regulatory Research SUBJECl: PD1 INf0RMA110N MEETit4G NOVEMBER fi, 1992 On November 6,1992, the Performance Demonstration initiation (PDI) organization provided an overview presentation on the status, activities and f plans of actions underway to establish performance demonstration samples, 4 facilities and protocols, etc. for inspection of nuclear components. A brief summary of speakers, subjects and topic details is provided in the enclosure, plus attendance and the PDI handout.

Much discussion was held at the end of the meeting concerning scheduling for start of performance demonstrations for qualification of inspectors, relative to the needs of specific utilities that are being faced with inspection needs during the 1993-1995 time frame. This clearly impacts the issue of when NRC will require implementation of Appendix VIII.

Actions for NRC, resulting from the meeting are:

Decide if NRC must review and approve PDl's procedures or simply take industry's certification of compliance

• Decide on Appendix Vil implemer. ation schedule Decide on disposition of the IGSCC tri-party agreement once performarce demonstration comes into force.

These issues proposals arenr in the t'eing studied by the NRR and RES staffs; we will develop eve al months and send them forward for approval.

attendance at PDi :.eetings both to keep NRC better aware of ongoing activities, and to prcvide feedback to PDI on NRC acceptance of their activities.

Larry Becker described the samp'es. Priority of the samples is 1. BWR plates, 2. PWR plates, 3. PWR nozzle i.r., 4. Wrought piping, 5. BWR nozzle i.r., 6. Bolting. ,

Frank Carr discussed the Program Operation Protocol. Scheduling clearly will .

be a problem. A lottery system being set up, for utilities having early inspections. Belief that it could take up to six months per vendor, times six vendors. Mark Richter discussed modeling activities. Ken Huffman, EPRI discussed implementation activities. Noted that IGSCC inspectors could also be RPV-Piping PDI inspectors, so more itepact on scheduling can occur.

John Lindberg on integration of PDI with IGSCC program. PDI & BWROG will "soon" propose a program plan to replace the old GL-88-01 IGSCC inspection requirements, But such a plan will not be available before about 3-4 manths from now.

Raam Giatonde discussed QA and costs. Frank Amirato then discussed spin-off type benefits. The first benefit is to provide flaw distribution data, and try to apply it to vessel integrity via PTS analyses. It was pointed out that PDI does not now dir- lead to a POD (probability of detection), which would then lead to a distribution and "1S1 Credit." P'1 Jreed.

Jack Spanner closed out, with schedule showing first demonstrations starting in late 1993, and completion by mid-1995. So by mid 1995, six vendors will be qualified (28WR, 4PWR), and six plants can be inspected by those teams.

Consider: ale discussion ensued over when NRC should implement Appendix VIII requirements. One option by NRC is for 1 January 1995, but PDI doesn't want it before later in 1995 after all vendors have had their first chance to qualify. Questions also arose about: inspections done at end of 10-year period, but not by PDI inspectors, followed immediately by mandated PD requirements. Finally Becker stated that RPV qualifications would not be done before 1996; however, piping inspectors probably would be ready in 1995.
