                                      NOTICE OF VIOLATION
        Philadelphia Electric Company                  Docket / License: 50-277/DRP-44
        Peach Bottom Unit 2                                              50-278/DRP-56
        As a result of the inspection conducted on March 16, 1985 - May 10, 1985, and in
        accordance with the revised NRC Enforcement Policy (10 CFR 2, Appendix C)
        published in the Federal Register on March 8, 1984 (49 FR 8583), the following
        violation was identified:
            A.1    Technical Specification 6.8.1 and Appendix A to Regulatory Guide
                    1.33, November 1972, require implementation of procedures for
                    surveillance testing and for the control of shift operations.
            A.1.1  FSAR Section 10.14 indicates that the Emergency Ventilating systems
                    for the Emergency Switchgear and Battery Rooms are seismically
                    qualified.  Surveillance Test Procedure ST 7.9.2, Daily Check of
                    Seismic Gas Supply Bottle Pressure, requires visual verification
                    that each bottle, including nitrogen bottle 0B55385, is seismically
                    restrained.
                    Contrary to the above from about March 5,1985, to April 8,1985,
                    seismic qualification of the nitrogen bottle 0855385 was invalidated
                    in that the bottle was out of its seismically designed restraint
                    rack, secured only by a piece of rope, and the ST 7.9.2 daily checks
                    did not identify this condition.
            A.1.2 Administrative Procedure A-7, Shift Operations requires that when
                    the Control Room Supervisor is away from his post for more than
                    one-half hour, the on-coming Control Rcc= Supervisor receive a
                    verbal turnover report, review and sign the turnover check-off list
l                    completed by the Control Room Supervisor leaving the post, read the
l                    logs, and inspect the control panels.
                    Contrary to the above, on May 5, 1985 the Control Room Supervisor
                    position was changed four times to relieve the Senior Licensed
l                    Operator on the refuel floor with each change being longer than
                    one-half hour, and the turnover check-off list was not completed
                    for each change.
l                    This is a Severity Level IV Violation (Supplement I) applicable to
l                    DPR-44 and DPR-56.

    Appendix A                              2-
    Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is
    hereby required to submit to this office within 30 days of the date of the
    letter transmitting this Notice, a written statement or explanation of reply,
    including: (1) the corrective steps which have been taken and the results
    achieved; (2) the corrective steps which will be taken to avoid further viola-
    tions, and (3) the date when full compliance will be achieved. Where good
    cause is shown consideration will be given to extending the response time.
    Because Violation A.1.2 was corrected during the inspection period and correc-
    tive actions to avoid further violations were also made, no written response is
    required for A.1.2.
