NRC INSPECTION REPORT 70-3073/97-01

Dear Mr. Larsen:

An NRC inspection was conducted April 22-24, 1997, at your Cushing site near Cushing, Oklahoma. The purpose of this inspection was to determine whether activities authorized by NRC Special Nuclear Material License SNM-1999 were conducted safely and in accordance with NRC requirements. The enclosed report presents the results of that inspection.

The areas reviewed during this inspection included radiation protection, training, quality assurance, waste management, and environmental monitoring. No violations or deviations of regulatory requirements were identified during this inspection. One Unresolved item was identified concerning your failure to have an exemption from submitting semiannual effluent reports pursuant to 10 CFR 70.59.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
