NRC Generic Letter 89-10, dated June 28, 1989,' recommendsithat the initial MOV; testing program be completed within 5 yearstor 3 refueling outages of,the'date of the generic letter. However, due to the expected scope'of in-situ design:
basis testing and difficulties in establishing the.necessary. plant conditions for full-flov and maximum' differential. pressure' testing during plant'
{ operations, Toledo Edison vill not: meet'the' recommended schedule. Toledo Edison estimates it vill complete'in-situ M0V.-te's ting-at design basis conditions prior to startup-from the 9th refueling; outage as specified below.
The 9th refueling outage is currently scheduled for;the FalliofJ1994.
It is noted that the above scheduled completion 1dat'e is based upon'the selection of an.MOV-test' population using the'following guidelines:
- 1. Design basis differential pressure:and. flow cannot be established during in-situ testing for some MOVs and prototype testing is not possible without' removing the MOVsifrom:the plant'4 .
