Items of Interest Week Ending AUGUST 16, 2019 Acceptance Review of the Operating License Application for the SHINE Medical Isotope Production Facility On July 17, 2019, SHINE Medical Technologies, LLC, submitted an operating license application for its proposed Medical Isotope Production Facility for NRC staff review. The NRC staff is currently performing an acceptance review of the application to verify that it contains sufficient information to begin the detailed technical review. The proposed facility would consist of up to eight subcritical operating assemblies and one production facility licensed under 10 CFR Part 50. The NRC staff previously issued a construction permit to SHINE in February 2016.

Confirmation of Effective Date: Part 52 of Title 10 of the Code of Federal Regulations (10 CFR) [Regulatory Identifier Number (RIN) 3150-AJ67: NRC-2015-0224)

On August 16, 2019, the NRC published a notice in the Federal Register (84 FR 41885) confirming the effective date of September 19, 2019, for the direct final rule that was published in the Federal Register on May 22, 2019 (84 FR 23439). This direct final rule amended the NRC's regulations to certify the Advanced Power Reactor 1400 standard design so that applicants or licensees intending to construct and operate an Advanced Power Reactor 1400 standard design may do so by referencing the design certification rule . The effective date of September 19, 2019, for the direct final rule published May 22, 2019, is confirmed .

Revision to NUREG/BR-0006 and NUREG/BR-0007: Draft NUREGs: Request for Comment: 10 CFR Parts 40, 74, 75, and 150 (NRC-2019-0108)

On August 15, 2019, the NRC issued for public comment in the Federal Register (84 FR 41644) draft NUREG/BR-0006, Revision 9, "Instructions for Completing Nuclear Material Transaction Reports," and draft NUREG/BR-0007, Revision 8, "Instructions for the Preparation and Distribution of Material Status Reports ." These NUREG brochures provide guidance for licensees submitting material transaction reports and material status reports to the Nuclear Materials Management and Safeguards System. Revisions to these NUREGs do not change existing reporting requirements; however, clarifications and additional examples of data to be reported have been included in these revised drafts. Comments are requested by November 13,2019.
