Dear Sir:

This letter refers to the Inspection conducted by Messrs. J. H. Eckhardt, W. J. Wagner and T. W. Bishop on August 17-21, 1981, as documented in your letter of November 19, 1981, of activities authorized by the Nuclear Regulatory Commission (NRC) Construction Permit Nos. CPPR-141, 142 and 143.

During this Inspection, a commitment was made to revise the procedure for Piping System Final Inspection, WPP/QCI No. 202.3, to include inspection of spring hangers for proper thread engagement. This was left as Open Item 50-528/81-12/02.

A decision has been made to delete WPP/QCI No. 202.3, "Piping System Final Inspection". The inspections included within this procedure have been incorporated into other procedures. Specifically, the requirement to verify proper thread engagement of spring hangers has been incorporated into WPP/QCI No. 201.1, "Nuclear Pipe Hangers and Supports Installation".

This inspection will take place at the time of cold setting of the springs.

Verification of proper thread engagement at the time of cold setting of the springs should fulfillthe same purpose as performing the verification at final walkdown.
