of Bxowns Ferry               Nuclear   Plant, Alabama's Water Quality Standards, and the recently issued               NPDES   Permit.     Your letter also transmitted a copy of the petition for               an adjudicatory     hearing       submitted to EPA seeking less stringent thermal effluent               limitations.       This   request     has been prompted by the poor performance of the cooling                   towexs     as   well   as   structural failure of one tower and a concern               that a similar   failure       may occur     in other towers.
Bxowns Ferry Nuclear Plan/
Xn a           letter dated July 15, 1977, Region                 XV of EPA. stayed the contested provisions of the.NPDES Permit until a decision is made to either grant or deny the request for an adjudicatory hearing. However, EPA went further and granted your request for                   relief     concerning water quality standards and imposed temporary discharge                 conditions.       These conditions specify that you               will    not exceed a maximum                 temperature   limit     of   90OP   nor   a maximum   temperature     rise     of 5OP, both as               measured   at the downstream         edge     of the assigned   mixing   zone.

of Bxowns Ferry Nuclear Plant, Alabama's Water Quality Standards, and the recently issued NPDES Permit.

Your letter also transmitted a copy of the petition for an adjudicatory hearing submitted to EPA seeking less stringent thermal effluent limitations.

This request has been prompted by the poor performance of the cooling towexs as well as structural failure of one tower and a concern that a similar failure may occur in other towers.

Xn a letter dated July 15, 1977, Region XV of EPA. stayed the contested provisions of the.NPDES Permit until a decision is made to either grant or deny the request for an adjudicatory hearing.

However, EPA went further and granted your request for relief concerning water quality standards and imposed temporary discharge conditions.

These conditions specify that you willnot exceed a maximum temperature limit of 90OP nor a maximum temperature rise of 5OP, both as measured at the downstream edge of the assigned mixing zone.
