The IVRC Staff is still reviewing the application and has not yet docketed it. Accordingly, the Commission has not yet issued a Federal Register notice of oppodunity for a hearing, which, under 'i 0 C.F.R. 3 2.31 8(a), marks the commencement of a proceeding. Therefore, there is not yet a proceeding in which the union can intervene. Pursuant to my authority under 10 C.F.R.
