This is to inform the Commission that a publicly available letter will be sent to Florida Power and Light (FPL) on Tuesday, October 30, 2007, advising FPL that the NRC has become aware of apparent violations of regulatory requirements at its Turkey Point Nuclear Plant, as a result of an investigation conducted by the NRC Office of Investigation. Specifically, the letter will provide FPL with information that the investigation substantiated that security officers were willfully inattentive to duty, or served as lookouts such that other security officers could be inattentive while on duty. These actions caused FPL to be apparent violation of 10 CFR 73.55(f)(1) because these inattentive officers were not capable of maintaining continuous communication with an individual in each continuously manned alarm station as required. A companion letter will be sent to the Wackenhut Corporation as well. | |||
