The purpose of this letter is to inform you of our plans for a future inspection at your facility based on our previous letter dated November 7, 2007. This letter supplements, but does not supersede, our mid cycle assessment letter issued on August 31, 2007.  
The purpose of this letter is to inform you of our plans for a future inspection at your facility based on our previous letter dated November 7, 2007. This letter supplements, but does not supersede, our mid cycle assessment letter issued on August 31, 2007.
As you are aware, Brunswick Unit 1 crossed the threshold from Green to White for the Cooling Water Systems Mitigating Systems Performance Indicator (PI) for Unit 1 for the third quarter of calendar year (CY) 2007. As a result, Brunswick Unit 1 performance continued to be in the Degraded Cornerstone column of the NRCs Action Matrix. Unit 1 performance in the Degraded Cornerstone Column is attributed to: (1) The White PI for the Emergency AC Power Systems, (2) The White PI for the Cooling Water Systems, and (3) a White finding associated with emergency diesel generators. Following your entry into the Degraded Cornerstone column at the end of the second quarter 2007, the NRC conducted a 95002 inspection (Inspection For One Degraded Cornerstone Or Any Three White Inputs In A Strategic Performance Area). This inspection was completed on August 30, 2007. On January 8, 2008, Mr. Randall A. Musser of my staff informed Ms. Annette Pope that we plan to conduct a supplemental inspection.
Because we recently completed this 95002 inspection, which included an independent analysis of safety culture components and independent extent of condition review, the NRC has determined that a 95001 inspection (Inspection For One Of Two White Inputs In A Strategic Performance Area) will be conducted to review the circumstances involving the Cooling Water Systems Mitigating Systems Performance Indicator crossing the Green to White threshold. This inspection will be conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
We understand that your root cause analyses have been finalized, and we have scheduled the inspection for the week of January 28, 2008.
