Thanks for Your Help I took Karl's suggestion to discuss the active and not the negative and I took Mary's precisely crafted wording.

In doing so I realized I should reverse the paragraphs so I flipped the paragraphs to put the action up front.

Here is the result ... unless I hear, or receive comments I am going to take this cover letter approach and expand it into the report introduction.
