CLOSURE OF CONFIRMATORY ACTION LETTER 2-12-001

Dear Mr. Batson:

Duke Energy Carolinas, LLC (the licensee) previously committed (ML12031A224) to perform a comprehensive design, licensing, and operational review of the Oconee Nuclear Station (ONS)

Standby Shutdown Facility (SSF). The goal of the review was to ensure that systems, structures, and components associated with the SSF functions are capable of performing their design function. The NRC confirmed this commitment as Item 1 of Confirmatory Action Letter (CAL) 2-12-001 dated March 6, 2012 (ML12067A059). In a letter dated April 8, 2013 (ML13113A312), you reported the completion of the actions taken to meet this commitment.

During an inspection the week of December 2, 2013, the NRC reviewed the overall approach of the SSF review, the issues identified, and the actions planned or taken. The NRC found that the SSF review was adequate to satisfy this commitment. Accordingly, Item 1 of CAL 2-12-001 is closed.

Item 2 of CAL 2-12-001 confirmed your commitment to evaluate modifications and/or procedure changes to reduce the core damage frequency associated with bus duct faults. In a letter dated August 16, 2012 (ML12229A164) the NRC found the actions taken to address Item 2 of this CAL to be adequate, and it was closed.

Both actions documented in CAL 2-12-001 have been completed, and this CAL is now closed.

If you have any questions concerning this letter, please contact Gerald McCoy at (404) 997-4551.
