SUBJECT: SUMMARY OF A CATEGORY 3 PUBLIC MEETING HELD WITH

EXTERNAL STAKEHOLDERS TO PROVIDE AN OPPORTUNITY FOR

DISCUSSION ON DRAFT REGULATORY ISSUE SUMMARY 2002-22,

SUPPLEMENT 1, CLARIFICATION ON ENDORSEMENT OF

NUCLEAR ENERGY INSTITUTE GUIDANCE IN DESIGNING DIGITAL

UPGRADES INSTRUMENTATION AND CONTROL SYSTEMS

On January 26, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 3

public meeting with external stakeholders in Rockville, Maryland. The purpose of the meeting

was to discuss draft Regulatory Issue Summary (RIS) 2002-22, Supplement 1, Clarification on

Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in

Instrumentation and Control Systems, (Agencywide Documents Access and Management

System (ADAMS) Accession No. ML18023B372).

The NRC made brief opening remarks, and introductions were made by all in attendance. The

NRC staff presented an overview of changes made to the draft RIS since it was last published in

the Federal Register for public comment on July 3, 2017 (82 FR 30913). After the presentation,

external stakeholders were afforded the opportunity to provide comments on the draft RIS. The

specific details of the meeting were transcribed. A copy of the meeting transcript, which

includes a list of meeting attendees, can be found in ADAMS at Accession No. ML18079A417.

The NRC staff made no decisions or took any agency positions during this meeting. All

comments received after the comment period, as indicated in the July 3, 2017 Federal Register

notice, have been captured by the NRC staff and made publically available in ADAMS at

Accession No. ML18039A804. As a result of this meeting the Nuclear Energy Institute

requested three weeks to review the draft RIS and provide their comments to the NRC staff.
