The States Roles in Decommissioning States regulate their energy markets and approve new generation sites and setting electric rates States may license low level radioactive waste disposal sites in accordance with NRC regulations 10 CFR 61 The NRCs National Materials Program allows States to become NRC-Agreement States to regulate medical, industrial and research facilities, including the decommissioning of those facilities For NRC licensed decommissioning sites, States can enter into agreements with the licensees for the safe decommissioning of the sites and restoration of the sites
