C"" " """YE* 'E J7.015.Cire The Secretariat of the International Atomic Energy Agency presents its compliments to the Ministries of Foreign Affairs of Member States of the Agency and has the honour to request that they draw the attention of the appropriate governmental authorities to the enclosed draft Safety Guides, The Safety Assessment of Research Reactors and Preparation of the Safety Analysis Report, and Utilization and Modification of Research Reactors. | |||
These documents have been prepared within the framework of the Agency programme for research reactor safety. This programme includes the development of a concise set of publications to cover the important areas of research reactor safety, tlius filling a gap in this area for many Member States as well as providing the safety basis for Agency assisted projects. Already published in the set are two Safety Codes (Code on the Safety of Nuclear Research Reactors: Design and Code on the Safety of Nuclear Research Reactors: Operation, IAEA Safety Series Nos 35-S1 and 35-S2, respectively). | |||
The enclosed Safety Guides belong to this set, for which three additional Safety Guides and five Safety Practices are planned. | |||
The Safety Guide on the Safety Assessment of Research Reactors and Preparation of the Safety Analysis Report was drafted by experts in four meetings from 1986 to 1991 and incorporates recommendations from an Advisory Group Meeting and a Technical Committee Meeting held in 1989. The draft resulting from this TCM was internally reviewed for harmonization with the two Safety Standards for research reactors, and the other publications of the set. This draft was submitted to all participants in the Technical Committee Meeting and their comments were incorporated. | |||
The Safety Guide on the Utilization and Modification of Research Reactors was drafted by experts in four meetings from 1987 to 1991 and incorporates recommendations from an Advisory Group Meeting held in 1991. In-house review of the draft considered its harmonization and consistency with the other publications of the set,in particular with the two Safety Standards. The reviewed draft wa., submitted to the participants in the AGM for comments, which were incorporated into the draft. | |||

The SSRC made a number of technical and editorial recommendations which have also been incorporated into the enclosed drafts. | |||
As a broad international technical consensus has now been reached, we hope that further changes to the text, if any, will be limited to those absolutely essential, since extensive changes could jeopardize the consensus. | |||
