Subject: NRC Enforcement Conference

'This refers to the Enforcement Conference held with members of your staff at

the NRC Region V office in Walnut Creek, California on August' 28, 1986. .This

conference was in regard to the license for the WNP-2 Nuclear Power Plant.

Subjects discussed during the conference are summarized in the enclosed

Inspection Report 50-397/86-31.

Based on.the discussion and corrective measures outlined during the meeting,

apparent violations concerning the Region V team inspection and the control of

combustible materials'are set forth in the Notice of Violation, enclosed

herewith as Appendix A.

The apparent equipment qualification violations will

be discussed in separate correspondence.

Your response to this notice.is to be submitted in accordance with the

provisions'of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.

Appendix A identifies certain discrepant conditions which had been previously

identified to you by.the NRCior your staff. The repeat nature of

discrepancies indi' cates that Supply System management needs to improve their

effectiveness int (1) providing adequate corrective actions to preclude

discrepancy recurrence, and (2) providing followup reviews to verify

corrective action effectiveness. Accordingly,.in addition to your response

,

required by. Appendix A,. please discuss your actions to improve corrective

action, performance.

In accordance with 10 CFR 2.790(a), a copy of this letter, the enclosure and

your response'will be placed in the NRC Public Document Room.

The responses' directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

'

required by the Paperwork Reduction Act of 1980, PL 96-511.
