Gentlemen:
This refers to the special safety inspection conducted by Mr. James Foster of
this office on March 9, 1987 through March 11, 1987, of activities at Quad
Cities Nuclear Power Station, Units 1 and 2, authorized by NRC Operating
Licenses No. DPR-29 and No. DPR-30, and to the discussion of our findings
with Mr. Bax and others of your staff at the conclusion of the inspection.
This special inspection was performed to examine your progress in addressing
a number of NRC concerns and Open Items resulting from emergency preparedness
inspections conducted during August and November 1986.
The inspection
findings indicate that the majority of the Open Items remain to be fully
addressed, and more aggressive management attention to completion of these
items appears warranted.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
