REVIEW OF THE EMERGENCY PLAN FOR THE NUCLEAR REACTOR LABORATORY AT THE UNIVERSITY OF ILLINOIS (TAC NO. 99272)

In response to your request, the Emergency Preparedness and Environmental Health Physics Section (EP&EHP) has completed a review of the changes to the Emergency Plan for the Nuclear Reactor Laboratory at the University of Illinois. The plcn changes in Revision 1 were submitted in a letter dated June 30,1997 from Richard L Holm, Reactor Administrator. The licensee stated that the plan was submitted in accordance with -10 CFR 50.54 (q) and that the changes did not decrease the effvtivenest of their emergency plan.

Revision 1 reflects guidance provided in Information Notice 97 34 which gave some examples on EALs rewritten using the new Part 20 terminology. Revision 1 also included some editorial changes as well as administrative changes. Some of these changes were the result of NRC's comments on previous revisions and lesson leamed from recent drills and exercises.

The 50.54 Task Group is looking into the question of handling, evaluating, and responding to 50.54 changes. The Group has recommended certain Issouage to bo included in the response to a licensee. Accordingly, the following language should he included in the letter to the licensee: ,

Based on yourdetermination that the changes do not decrease the effectiveness of your emergency plan, and that ll continues to mect the requirements of Appendix E to part 50, NRC appmvalis not required. Ourinitial review of these changes indicates them to be in accordance with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they did not decrease the effectiveness of your emergency Plan.

In accordance with 10 CFR 2.790 of the (>mmission's regulations, a copy of the letter wi'l be plaued in the NRC Public Document Room. y ()
