SUBJECT: NRC INSPECTION REPORT 50-285/97007 AND NOTICE OF VIOLATION

Dear Mr. Gambhir:

An NRC inspection was conducted March 23 through May 3,1997, at your Fort Calhoun

l

Station reactor facility. The enclosed report presents the scope and results of that

inspection.

During the 6-week period covered by this inspection, your conduct of activities at the Fort

Calhoun Station was generally characterized by safety-conscicus operations, sound

engineering and maintenance practices, and careful radiological work controls. However,

two violations of NRC requirements were identified. In the first instance, NRC inspectors

identified that engineering personnel failed to initiate a condition report o document a

l-

body-to-bonnet steam leak on the steam trap inlet valve for the turbine-driven Nxiliary

l

feedwater pump steam supply. In the second instance, the NRC inspector identified that-

maintenance personnel routinely used nitrogen to clear the raw water supply header flow

transmitter sensing lines without initiating maintenance work documents as required.

These violations are cited in the enclosed Notice of Violation (Notice) and the

circumstances surrounding the vio!ations are described in detailin the enclosed report.

Please note that you are required to respond to this letter and should follow the

instructions specified in the enclosed Notice when preparing your response. The NRC will

use your response, in part, to determine whether further enforcement action i: necessary

to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,

its enclosures, and your response will be placed in the NRC Public Document Room (PDR).
