Subject: Combined Inspection 50-277/87-24; 50-278/87-24

This transmits the findings of the routine resident safety inspection by

Messrs. J. H. Williams, L. E. Myers, R. J. Urban, and T. P. Johnson on

October 17 to November 27, 1987, at the Peach Bottom Atomic Pcwer Station,

'

Delta, Pennsylvania. These findings were based on observation of

activities, interviews, measurements and document reviews, and have been

discussed with Mr. O. M. Smith of your staff.

A copy of this letter and the enclosures (except SGI) are being placed in the

NRC Public Document Room.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Based on the results

of this inspection, it appears that several of your activities were not

conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A.

One recurrent violation

with multiple examples was associated with failure to adequately survey and

post radiological conditions; and, one violation was associated with inadequate

document control for work on the emergency cooling water system piping

supports. These violations have been categorized by severity level in accor-

dance with the revised General Statement of Policy and Procedure for NRC

Enforcement Actions, 10 CFR Part 2> Appendix C (Enforcement Policy 1987).

A section of the enclosed inspection report (Attachment 2) contains details

of your security program that have been determined to be exempt from public

t

disclosure in accordance with 10 CFR 73.21 (Safeguards Information).

Therefore, the section so identified will not be placed in the NRC Public

Document Room and will receive limited distribution. This letter and the

remaining portions of the inspection report will be placed in the Public

Document Room, in accordance with 10 CFR 2.790(a),
