COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS, 50-445 AND 50 446 TECHNICAL REQUIREMENTS MANUAL - PROPOSED CHANGES TO INCORPORATE UNIT 2 Gentlemen:

TU Electric is conducting a Technical Requiremcnts Manual (TRM) preparation and review program for CPSES Unit 2.

The program is reviewing the CPSES Unit-1 TRM tu identify the changes which are needed to produce a single set of technical requirements applicable to both Units 1 and 2.

The changes which have been identified are included in attachments (1) through (5),

The format selected for the attachments was based on the formats used by other stations which have dual units and a dual TRM.

On all pages, the footer will be changed to read " COMANCHE PEAK UNITS 1 AND 2".

In addition, TV Electric has been validating the information which would apply to CPSES Unit 2.

Attachments (1) through (6) identifies (in brackets),

information which has not been validated at this time.

The remaining information has been validated in that the information was confirmed by the responsible engineering organizations, although some information could be subject to change when all related design documents are finalized, it is anticipated that Section 3.2. " Station Service Water System," will be revised based on the response to Generic Letter 91-13.

The proposed changes identified in this letter are being provided to the NRC for information only.

A TRM applicable to' both units is scheduled to be issued.by June 30, 1992.

The TRM will state that-sections applicable to Unit 2 will become effective upon issuance of the Unit 2 operating license.

TV Electric will continue to process and transmit changes to the current TRM via the normal process.

Any changes transmitted prior to is.;uance of the dual unit TRH will address Unit 2.

Several TRM changes which are currently being considered are listed in attachment (7).
