Introduction Current fed'eral regulations require nuclear reactor operators to be licensed. These licenses are usually iscued for a two year period and their renewal requires participation in a requalification program l

l designed to evaluate and update the operator's competence at the facility

Scope l

Conduct of tlia requalification program,is the responsibility of the 7

reactor supervieor. He or she may dele ~ gate to various members of the reactor operating. staff the responsibility for preparing sections of the 4

annual examination and the conduct of pertinent-lectures or training sessions as are required. The staff member preparing specific sections i

will be exempt from taking those parts of the examinations he or she has prepared.

Content The requalificatica program comprises the following:

Written examinations will be administered every other year to all licensed operaters and senior operators usually during the last quarter of the year. These examinations will irclude representativa quastions on th'e following subjects:

Evaluation of the performance of the licensed operators will use the following criterion:

1.

Less than a 70% score on the overall examination will cause immediate suspension of any licensed duties.

Following remedial training, a suspended operator shall be re-examined.

Less than a 70% score on any section will require participation in the appropriate segment of requalification training.

3.

Greater than 'a 70% score on any section of the examination will exempt the operator from further formal attendance in a partidular section of the program.

Inadequate performance on any part of the operating evaluations l

specified in sectioh (d) below shall result in a further training requirement.

Overall unsatisfactory performance during the operating I

l evalization will require immediate suspension of licensed duties.

Following remedial training, a suspended operator l

Changes in facility design, procedures and license will be noted in the minutes of the nuclear reactor committee which will be circulated to all operators. Thorough understanding of these changes will be evaluated as part of the annual examination.

Operator Absences Pursuant to applicable federal regulations, if an operator has not actively performed the appropriate functions of either an operator or sanior operator for a period of four months or longer, he or she must demonstrate to the reactor supervisor that his or her knowledge and understanding of facility operation and administration are satisfactory. This shall be accomplished through an interview and evaluation or a written, oral, or operational examination or a suitable combination thereof. Any deficiencies uncovered must be corrected before the individual resumes his or her authorized functions.

Upon so demonstrating, the reactor supervisor may make an appropriate cartification.

This must occur before the operator resumes any licensed i

duties.

Prior approval from the Commission must be obtained before the I

opecator resumes licensed duties.
