1 NUCLEAR REACTOR CABORATORY Department of Chemical and Petrolein Engineering Universityiof Kansas Requalification Program, for Licensed Operators Revf sed January,1984 A. Introduction Current fed'eral regulations require nuclear reactor operators to be licensed. These licenses are usually iscued for a two year period and their renewal requires participation in a requalification program l
designed to evaluate and update the operator's competence at the facility l
~
for which the license is valid. ,
i B. Scope l
- Conduct of tlia requalification program ,is the responsibility of the 7
reactor supervieor. He or she may dele ~ gate to various members of the reactor operating. staff the responsibility for preparing sections of the 4 annual examination and the conduct of pertinent-lectures or training i sessions as are required. The staff member preparing specific sections
! will be exempt from taking those parts of the examinations he or she has prepared.
C. Content ,
The requalificatica program comprises the following:
l a. Written examinations will be administered every other year to all licensed operaters and senior operators usually during the last quarter of the year. These examinations will irclude representativa quastions on th'e following subjects:
- l. Theory and principles of reactor operation i

d'
- 2. Ceneral and specific plant operating characteristics
- 3. Facility instrumentation and control systems
- 4. Facility safety systems
- 5. Engineered safety systems
- 6. Normal, abnormal and emergency procedures
- 7. Radiation control and safety
/
- 8. Technical specifications
- 9. Applicable portions of Title 10. Chapter I, Code of Federal Regulations
- b. Evaluation of the performance of the licensed operators will use the following criterion:
- 1. Less than a 70% score on the overall examination will cause immediate suspension of any licensed duties. Following remedial training, a suspended operator shall be re-examined.
T
- 2. Less than a 70% score on any section will require participation in the appropriate segment of requalification training.
- 3. Greater than 'a 70% score on any section of the examination will exempt the operator from further formal attendance in a partidular section of the program.
- 4. Inadequate performance on any part of the operating evaluations l specified in sectioh (d) below shall result in a further training requirement.
l l 5. Overall unsatisfactory performance during the operating I
evalization will require immediate suspension of licensed l
duties. Following remedial training, a suspended operator l shall be re-examined.
l
- c. Lecture, film, demonstrations or tutoring sessions will be prepared I

sections of the" examination. These classes will be given on a r :, ,, -
- s
, s regular schedule usually ,during the spring semester. Written
- examinations will be employed by 'the instructor to aid him in assessing the effectiveness of his presentations and the performance of the students.
- d. On-the-job training of each operator will include at least 10 reactivity control manipulations during the term of their license in
/ . - ord[tr to satisfy minimum fede'rsl requirements. A 10% change in
% power level constitutes a reactivity control manipulation. The N
training will in:1ude an evaluation of the operator's performance s-
'T under normal and simulated emergency operations under the d
supervision of a licensed senior reactor operator. Such evaluations
\ are to be done at least once a year.
"* e. Changes in facility design, procedures and license will be noted in the minutes of the nuclear reactor committee which will be circulated to all operators. Thorough understanding of these changes will be evaluated as part of the annual examination.
- f. An annual review of the facility emergency procedures will be f5
\\' echeduled for all licensed operators. The review will include, 4 - -
g ,' ,,
where practical, participation in evacuation drills. Knowledge of 3- s IIbf 'the emergency procedures will be evaluated as a part of the annual
.]bxamination.
D. Ret 7rds"will be kept af the following and preserved for two 'years.

4 E. Operator Absences Pursuant to applicable federal regulations, if an operator has not actively performed the appropriate functions of either an operator or sanior operator for a period of four months or longer, he or she must demonstrate to the reactor supervisor that his or her knowledge and understanding of facility operation and administration are satisfactory. This shall be accomplished through an interview and evaluation or a written, oral, or operational examination or a suitable combination thereof. Any deficiencies uncovered must be corrected before the individual resumes his or her authorized functions. Upon so demonstrating, the reactor supervisor may make an appropriate cartification. This must occur before the operator resumes any licensed i
! duties. Prior approval from the Commission must be obtained before the I
opecator resumes licensed duties.
