The preliminary upgraded emergency plan has been developed utilizing NUREG-0610 (Draft Emergency Action Level Guidelines For Nuclear Pcwer Plants), Emergency Planning Review Guideline Number One - Revision One, Regulatory Guide 1.101 and the Toledo Edison Corporate Emergency Planning Task Force direction. The preliminary upgraded emergency plan conforms to the spirit and intent of the guidance.     The plan is still being reviewed (by Toledo Edison) to ensure that available guidance, Company criteria and interfacing agency compatibility are being addressed.

Further revisior. is expected. The review is expected to be completed by mid-January, 1980. The NRC is requested to provide Toledo Edison any preliminary comments by January 25, 1980. Unencumbered personnel access between the combined emergency planning facilities and the control room is assured by having the facility within the control of station security.

The preliminary upgraded emergency plan has been developed utilizing NUREG-0610 (Draft Emergency Action Level Guidelines For Nuclear Pcwer Plants), Emergency Planning Review Guideline Number One - Revision One, Regulatory Guide 1.101 and the Toledo Edison Corporate Emergency Planning Task Force direction.

The preliminary upgraded emergency plan conforms to the spirit and intent of the guidance.

The plan is still being reviewed (by Toledo Edison) to ensure that available guidance, Company criteria and interfacing agency compatibility are being addressed.

Further revisior. is expected.

The review is expected to be completed by mid-January, 1980.

The NRC is requested to provide Toledo Edison any preliminary comments by January 25, 1980.

Toledo Edison will then try to resolve these comments prior to the Emergency Planning Review Team visit anticipated in mid-February 1980.

Upon resolution o f the comments from NRC's review and site visit, training h will be conductec' to ensure the appropriate degree of familiarity with the plan. Exeref.ses will then be conducted to demonstrate acceptable I(

the upgraded plan will be considered implemented.

.s The Ohio Radiological Emergency Plan (which includes the Ottawa County Radiological Emergency Plan) is currently being reviewed by the NRC.

Toledo Edison will continue to work closely with the State of Ohio to ensure compatability as changes to the respective plans occur.

The facilities being pursued for Emergency Planning are described in the Attachment and are shown in Figures 1 and 2.

The objectives which guided the selection of facilities are:

- The establishment and maintenance of positive central control in an emergency condition to protect Toledo Edison employees and the general public.

- To support public information flow with the requirs.d access to technical information and plant status.

The proposed facilities optimize the key criteria and concerns of Toledo Edison Corporate Management, the NRC's Lessons Learned Task Force, utility industry review groups and the President's Commission findings.

Also included is experience gained by the on-site review of the Three Mile Island (TMI) emergency planning problems.

That experience is reflected in the scope of the proposed facilities.

Much progress has already been made in the area of communications. Working with Ohio Bell (and AT&T) a new system has been installed to provide more reliable communications with technical and corporate management as well as public relations.

Toledo Edison is aggressively pursuing the development of emergency planning documents and facilities. While certain difficulties exist in the schedules for facility construction, material procurement and resolu-tion of concerns, every effort is being made to ensure the projected dates are met.

ATTACHMENT 1 The emergency planning facilities now being pursued by Toledo Edison are described in Tables 1 (Emergency Planning Facilities) and 2 (Emergency Planning Support Facilities).

The Emergency Planning Facility location (in relation to other plant facilities) is shown in Figure 1.

A conceptual arrangement of the facility interior is shown in Figure 2.

Unencumbered personnel access between the combined emergency planning facilities and the control room is assured by having the facility within the control of station security.

The construction quality will be in accordance with sound engineering practice.

Radiological habitability criteria for the Technical Support Center is currently being planned for the entire emergency planning facility.

Details of the equipment and layout to support this facility are still in development; however the minimum criteria for the Technical Support Center includes:

The capability to handle at least 20 Toledo Edison and 5 NRC representatives.

A multi-looped emergency communication phone system independent of local area overloading.

3)

A real time display and transmission capability for key plant parameters.

Emergency power for data, consusication and lighting that will not degrade the station's current safety grade emergency power system.

A document center for plant drawings and information.

Activity is now underway to provide this facility by January 1, 1981.

Current schedules are being finalized.

Some schedule problems are anticipated.

The major area of concern is that of plant data transmission and display.

Toledo Edison is evaluating information processing capa-bilities that will enhance plant conditions assessment. Whereas current technology provides such capabilities, plant specific development, equipment deliveries, installation and testing are expected to be critical path items.
