Dear %fr. Denton:

In regard to the Shearon Harris nuclear plant, Carolina Power 8c Light has requested an exemption from the N.R..C. requirement that a full participation test occur within one year prior to the date of a license for full power operation.

A'~test of the emergency plan for Shearon Harris was last con-ducted duz'ing Hay 1985 However~ since then the Chatham coun-ty commissioners have formally withdrawn support from that plan.

In effect, any new or modified, emergency plan which is adopted will never have been tested In the interest of insuring adequate protection for the safety of the residents and their homes and property, I urge the Com" mission not to grant said exemption~ at least until such time

~as state and local governmental participation in an emergency plan for Shearon Harris is fully resolved Thank you Yours truly~
