The Nuclear Regulatory Commission recently published a Federal Register Notice announcing our intent to submit information collection requests to the Office of Management and Budget (OMB) for NRC FORMS 366, 366A, 366B, "Licensee Event Report" (3150-0104). The U.S. Nuclear Regulatory Commission (NRC) invites public comment on the renewal of Office of Management and Budget (OMB) approval for an existing collection of information. The information collection is entitled, NRC Forms 366, 366A, and 366B, Licensee Event Report.

II. Background In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C.

Chapter 35), the NRC is requesting public comment on its intention to request the OMBs approval for the information collection summarized below.

1. The title of the information collection: NRC Forms 366, 366A, and 366B, Licensee Event Report section 50.73 of title 10 of the Code of Federal Regulations (10 CFR).

2. OMB approval number: 3150-0104.

3. Type of submission: Revision.

4. The form number, if applicable:

NRC Forms 366, 366A and 366B.

5. How often the collection is required or requested: As needed per 10 CFR 50.73, Licensee event report system.

6. Who will be required or asked to respond: The holder of an operating license under 10 CFR part 50 or a combined license under 10 CFR part 52 (after the Commission has made the finding under section 52.103(g)).

7. The estimated number of annual responses: 350.

8. The estimated number of annual respondents: 98 (number of operating nuclear units in the U.S.).

9. The estimated number of hours needed annually to comply with the information collection requirement or request: The total estimated burden for completing Licensee Event Reports is 28,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> (based on 80 hours9.259259e-4 days <br />0.0222 hours <br />1.322751e-4 weeks <br />3.044e-5 months <br /> for each of 350 reports).

10. Abstract: Part of the NRCs function is to license and regulate the operation of commercial nuclear power plants to ensure protection of public health and safety and the environment in accordance with the Atomic Energy Act of 1954 (the Act) as amended. In order for the NRC to carry out these responsibilities, licensees must report significant events in accordance with section 50.73, so that the NRC can evaluate the events to determine what actions, if any, are warranted to ensure protection of public health and safety or the environment. Section 50.73 requires reporting on NRC Forms 366, 366A, and 366B.

III. Specific Requests for Comments The NRC is seeking comments that address the following questions:

1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility?

U.S. Department of Energy Idaho Operations Office; Three Mile Island Unit 2 AGENCY: Nuclear Regulatory Commission.

ACTION: Environmental assessment and finding of no significant impact; issuance.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) is considering the renewal of Special Nuclear Materials (SNM) License SNM-2508 for the Three Mile Island Unit 2 (TMI-2) independent spent fuel storage installation (ISFSI) located on the Idaho National Laboratory (INL) Site, formerly known as the Idaho National Environmental and Engineering Laboratory, in Scoville, Butte County, Idaho. The NRC has prepared an environmental assessment (EA) for this proposed license renewal in accordance with its regulations.

Based on the EA, the NRC has concluded that a finding of no significant impact (FONSI) is appropriate, and an environmental impact statement (EIS) is not warranted.

The NRC also is conducting a safety evaluation of the proposed license renewal.
