This document asserts that intervenor's financial qualifications contention, as admitted by the Board Order dated March 10, 1980, includes a postulated linkage between financial qualifications and safety. Applicant earlier interpreted the Board's Order (at pp. 79-80) as intending to more narrowly define Mr. Baker's contention and to maintain a distinction between it and the related contention proffered by intervenors Doggett and Perrenod.
