A non-proprietary version of the report was publicly released by the staff on November 6, 2001.The staff has discussed this report with EPRI, and by electronic mail (e-mail) datedDecember 3, 2001, Mr. C. Welty of EPRI agreed that the report can be publicly released as written with the following editorial corrections:   1)Reference 1 should read: "Presentation by P.
