In our view, most suggestions are likely to reflect ideas that NRC staff and industry agree on with an improved accuracy. We understand that this is NEIs White Paper and as such it is completely within your prerogative to accept or reject various changes we have suggested. During our planned public meeting on 2/5, various NRC staff members whose views prompted these suggestions will provide you additional details.

We believe that the recommendation section should be restructured to convey a clear set of action items that are directly connected to the objectives of the Working Group. Providing 9 recommendations which implicitly points to various recommended actions makes it difficult to for the NRC staff to weigh in on any proposed next steps.

One option is to rename "Recommendations" with "Observations" and provide a list of specific actions. It might be a good idea to bin such proposed actions to two groups (short-term, and long-term).
