| description = The inspectors observed portions of the plant shutdown and cooldown in accordance with FPL procedure 3-GOP-305, Hot Standby to Cold Shutdown, to verify that cooldown restrictions and similar procedural requirements were followed. During the shutdown, while attempting to place the B loop of residual heat removal into shutdown cooling, the residual heat removal system injection valve, 3-MOV-744B, did not open when demanded. The licensee then placed the A loop of RHR in service and began an investigation to determine the cause of the failure. The initial results of the investigation identified that the motor had failed. However, at the end of the inspection period, additional inspection was needed to resolve this issue. Therefore, pending additional inspection this will remain open as unresolved item URI 50- 250/2006-02-02, Failure of MOV-3-744B to open when demanded on March 7, 2006.
