INOPERABLE CENTRIFUGAL CHARGING PUMP NO. 2 UNIT ' SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 The No. 22-Centrifugal Charging Pump (CCP) was rendered inoperable at 0527 hours on November 7, 1981, due to shaft failure. The unit was operating in Mode 1 at approximately 85% of rated thermal power. Technical Specification 3.5.2.a requires that this pump be returned to operable status within 72 hours, or the unit be placed in hot shutdown within the next 12 hours. Removal of the damaged rotating assembly and replacement with a spare assembly is in progress.

It appears, however, that reassembly of the pump, alignment and testing cannot be pleted, such that the pump can be to operable status within the allotted 72 hours. PSE&G therefore requests that Technical Specification 3.5.2.a be amended on a one-time basis to permit operation for an* additional 48 hours with the No. 22 CCP rendered inoperable.

Mr. Steven A. Varga, Chief Operating Reactors Branch 1 Division of Licensing Gentlemen:

INOPERABLE CENTRIFUGAL CHARGING PUMP NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 The No. 22-Centrifugal Charging Pump (CCP) was rendered inoperable at 0527 hours0.0061 days
0.146 hours
8.713624e-4 weeks
2.005235e-4 months
on November 7, 1981, due to shaft failure.

The unit was operating in Mode 1 at approximately 85% of rated thermal power.

Technical Specification 3.5.2.a requires that this pump be returned to operable status within 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
, or the unit be placed in hot shutdown within the next 12 hours1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
.

Removal of the damaged rotating assembly and replacement with a spare assembly is in progress.

It appears, however, that reassembly of the pump, alignment and testing cannot be com-pleted, such that the pump can be retu~ned to operable status within the allotted 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
.

PSE&G therefore requests that Technical Specification 3.5.2.a be amended on a one-time basis to permit operation for an*

additional 48 hours5.555556e-4 days
0.0133 hours
7.936508e-5 weeks
1.8264e-5 months
with the No. 22 CCP rendered inoperable.

U.S. Nuclear Regulatory Commission Specifically, it is requested that a footnote be added to Technical Specification 3.5.2.a to read as follows:

"The time for completion of repairs to the No. 22 centrifugal charging pump shall be extended from 0527 hours0.0061 days
0.146 hours
8.713624e-4 weeks
2.005235e-4 months
on November 10, 1981 to 0527 hours0.0061 days
0.146 hours
8.713624e-4 weeks
2.005235e-4 months
on November 12, 1981.

If repairs are not completed by that time, the unit shall be placed in HOT SHUTDOWN within the next 12 hours1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
."

11/9/81 Granting this extension poses no undue risk to the health and safety of the public, since the redundant No. 21 CCP and its associated.'*power.supplies have been determined to be operable in accordance with Technical Specification surveillance require-ments.

Additionally, a positive displacement charging pump, of lesser capacity, is also available for use.

Due to the close similarity in performance characteristics of the No. 21 CCP, the failed No. 22 CCP and the replacement No.

22 CCP assembly, it is planned to satisfy the requirements of Technical Specification 4.5.2.h by calculation on an interim basis.

System resistance will be calculated using the curves for the No. 21 CCP and the failed No. 22 CCP.

System perform-at zero Reactor Coolant System backpressure will then be calculated using the new No. 22 CCP curve and known system imbalances from the last full flow test.

The shop test curves for all three involved pumps will be used as a common denomi-nator for comparison.

Acceptance criteria will be the ability to meet the requirements of Technical Specification 4.5.2.h through these calculations.

As an added assurance of accept-ability~ we will perform the flow balance test described in Technical Specification 4.5.2.h during the next cold shutdown.

In view of the above, it is also requested that a footnote be added to Technical Specification 4.5.2.h to read as follows:

"After completion of repairs to the No. 22 centrifugal charging pump on or about November 12, 1981, the pump shall be tested pursuant to specification 4.0.5 and system performance calculations be performed to verify that the pump characteristics are not significantly different.

Flow balance testing pursuant to specification 4.5.2.h shall be performed the next time the unit is in COLD SHUTDOWN."
