On behalf of the U.S. Nuclear Regulatory Commission, I am responding to the August 31, and September 28, 2018, letters to NRC Chairman Kristine Svinicki on Seabrook Station. Your letters can be accessed from the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18255A249 and ML18291B221 1. This reply will also be added into ADAMS as a public record.

Regarding the March 21, 2011, letter to New Hampshire Governor John Lynch you provided, we suggest that you direct your request directly to the State of New Hampshire. The NRC was not party to the response of this letter. As we have informed you in previous correspondence, the State of New Hampshire and the Commonwealth of Massachusetts have jurisdiction and overall authority over protective action decisions (sheltering, evacuation, etc.) for ensuring the safety of their citizens during a radiological event at Seabrook Station. The States radiological emergency plans are approved by FEMA, which also evaluates the implementation of the States radiological emergency plans. Therefore, questions or assertions on the adequacy of emergency evacuation of schools around Seabrook Station should be directed to the States or FEMA Region I representatives. Since your letter makes reference to Mr. Comley, I have enclosed a publicly available (ML18256A123) letter regarding offsite emergency planning around Seabrook Station that FEMA sent to Mr. Comley on August 30, 3018. Mr. Comley forwarded this letter to me on September 11, 2018 (ML18257A067).

UNITED STATES NUCLEAR REGULATORY COMMISSION REGION I 2100 RENAISSANCE BLVD., Suite 100 KING OF PRUSSIA, PA 19406-2713 October 30, 2018 The Honorable Roberta Pevear 7 River Woods Drive, Apt. D125 Exeter, NH 03833 To the Honorable Roberta Pevear:

Thank you for your interest in these issues.

Sincerely,

/RA/
