The NRC was not party to the response of this letter. As we have informed you in previous correspondence, the State of New Hampshire and the Commonwealth of Massachusetts have jurisdiction and overall authority over protective action decisions (sheltering, evacuation, etc.) for ensuring the safety of their citizens during a radiological event at Seabrook Station. The States radiological emergency plans are approved by FEMA, which also evaluates the implementation of the States radiological emergency plans. Therefore, questions or assertions on the adequacy of emergency evacuation of schools around Seabrook Station should be directed to the States or FEMA Region I representatives.
