Enclosed is an application (XMAT447), dated September 11 , 2018 , and received by the U.S. Nuclear Regulatory Commission (NRC), from Halliburton Energy Services , Inc. for the export of 150 kilograms of deuterium, for coring services to Basra Oil Company and Rumaila Technical Services , located in Basra Iraq. Before taking action on this request , we would appreciate your views , in accordance with established procedures and from the overall perspective of the Executive Branch , as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954 , as amended.
