By letter dated June 7, 2018 [Agencywide Documents Access and Management System (ADAMS) Accession No. ML18192B131], the U.S. Department of Transportation requested that the U.S. Nuclear Regulatory Commission (NRC) staff performs a review of the Competent Authority Certification (CAC) USA/0653/AF-96, French Approval Certificate Number F/381/AF-96, Revision Di, Model No. TNF-XI transport package, and make a recommendation concerning the revalidation of the package for import and export use. The NRC staff performed an acceptance review of your application to determine whether the application contains sufficient technical information in scope and depth to allow the NRC staff to complete a detailed technical review per the International Atomic Energy Agency Specific Safety Requirements No. 6, Regulations for the Safe Transport of Radioactive Material, 2012 Edition.
This letter is to advise you that based on our acceptance review, the application does not contain sufficient technical information. The information needed to begin our review is described in the enclosed request for supplemental information (RSI). In order to start our technical review, this information should be provided within 2 weeks from the date of this letter.
Upon receiving the RSI responses, the NRC staff will evaluate the information to determine whether the supplementary information is responsive to the NRC staffs concerns.
The staff is available for a public meeting if you wish to discuss these issues in more detail prior to deciding on your course of action. Please reference Docket No. 71-3092 and EPID L-2018-LLA-0170 in future correspondence related to this action.

In document No. DOS-06-0037028-100, Revision 2, the applicant notes that no leak-tightness inspection criterion is specified for use of the packaging. Since the powder environment does not appear to be controlled, it is not clear what materials specification controls would be in place to ensure that pyrophoricity of the contents is not a credible scenario during all transport conditions.
This information is necessary to ensure compliance with the requirements in paragraphs 614 and 644 of the International Atomic Energy Agency (IAEA) Specific Safety Requirements No. 6 (SSR-6), 2012 Edition.
RSI-2 Provide all design-basis drawings, as well as any other information provided as part of the application, translated in English.
Various drawings (e.g., Drawing Nos. 12986-006-A and 12986-006-B) were provided in French. The drawings of the package, as well as any other information related to the application, should be translated to English and provided as part of the application to allow the staff to perform an adequate safety review.
