-3-imposedadeadlinethat,"bynolaterthan'June30,1982allsafety-relatedelectricalequipmentinalloperatingplantsshallbequalifiedtotheDORGuidelinesorNUREG-0588."TheCommissionrequestedthestaffto,"keeptheCommissionandthepublicapprisedofanyfurtherfindingsofincompleteenvironmentalqualificationofsafety-relatedelectricalequipment,alongwithcorrectiveactionstakenorplanned,"andrequestedthestafftoprovidebi-monthlyprogressreportstotheCommission.TheCommissionfurtherdirectedthe"stafftoaddcertaindocumentationrequirementstoeachlicenseafterthespecificrequirementswereapprovedbytheCommission.TheCommissionalsopointedoutthatthevariousdeadlinesimposedinitsOrder,"donotexcusealicenseefromtheobligationtomodifyorreplaceinadequateequipmentpromptly.".Theinformationdevelopedduringthisproceedingemphasizestheimportanceofadequatedocumentation,thepromptcompletionofthereviewofenviron-mentalqualificationofsafety-relatedelectricalequipment,andthepromptccmpletionofanyplantmodificationneededtoassureconformancewiththeDORGuidelinesorNUREG-0588.AsignificantaspectofthisreviewisthetimelysubmittalofenvironmentalqualificationinformationbytheoperatingplantlicenseestoenablethestafftoccmpleteitsreviewinaccordancewiththeCommissioni"sOrder.Thestaffhasaprogrampresentlyunderwaytoreevaluate,usingtheDORGuidelines.andNUREG-0588,thequalificationsofsafety-relatedelectricalequipmentexposed toenvironmentsthatmayexistfollowingpostulatedaccidents.TheseaccidentsareLossofCoolantAccidentandHainSteamLineBreakinsidecontainment,andHi.ghEnergyLineBreaksinsideandoutsidecontainment.InthisconnectionthelicenseewasrequestedbyIKEBulletin79-01BdatedJanuary14,1980toprovide'detailedreviewoftheenviron-mentalqualificationofClasslEelectricalequipment.Thisreviewwastoincludeallequipmentrequiredtofunctionunderpostulatedaccidentconditions,bothinsideandoutsidetheprimarycontainment,andrecognizeallconditionsspecifiedinthebulletin.Evidenceofqualificationtogetherwithmethodsandjustification,wasrequested.Clarificationwasprovidedbysupplementalinformation,briefings,andlinsomecases,meetingswiththelicensee.Timelycompletionofthestaffsreviewofenvironmentalqualificationofelectricalequipmentandtimelycompletionofneededmodificationsbythelicenseeisrequiredtoprovidecontinuingreasonableassuranceofpublichealthandsafety.Suchcompletionisdependentonthepromptreceiptofacompleteresponsebythelicenseetothestaff(srequestsforinformation.However,thelicenseel'sresponse,todate,isincomplete.Therefore,Ihaveconcludedthatthepublichealth,safety,an'dinterestrequirethatafirmscheduleforthetimelysubmissionofalltheinformationpreviouslyrequestedbythestaffshouldbeestablishedbyOrdereffectiveimmediately.
