PLACE:  U.S. Nuclear Regulatory Commission Three White Flint North Building 11601 Landsdown Street, Room 1C03 Rockville, Maryland PURPOSE:  To discuss a proposal to transfer the Vermont Yankee Nuclear Power Station 10 CFR Part 50 license and decommissioning trust fund from Entergy Nuclear (Entergy) to NorthStar Group Services, Inc. (NorthStar).
The meeting announcement is publicly available in NRC's Agencywide Documents Access and Management System (ADAMS) at accession number ML17006A204. ATTENDEES:  See Enclosure 1
DISCUSSION:  Entergy and NorthStar provided a presentation on the proposal to transfer the license and decommissioning trust fund of the permanently shutdown Vermont Yankee Nuclear Power Station (VYNPS), from Entergy to NorthStar for the purposes of decommissioning. The presentation covered the current status of the VYNPS and current approach to decommissioning, a timeline for decommissioning under the proposed approach, gave an overview of the NorthStar approach, their teaming partners, their technical qualifications, financial assurance, plan for spent fuel management and other topics such as foreign ownership and control, insurance coverage. The decommissioning strategy would go from the currently planned SAFSTOR method to an immediate DECON method thus shortening the decommissioning period by as much as 43 years.
The decommissioning trust fund, site property, and title to the spent fuel would transfer to NorthStar upon successful transfer of the NRC license, successfully obtaining a certificate of public good from the Vermont Public Service Board, and successful transfer of the spent fuel to dry cask storage. NorthStar would retain ownership of the site property and spent fuel after the completion of decommissioning. The NorthStar presentation is in ADAMS at ML17019A145. NRC gave a presentation on the process for reviewing license transfer requests, the review criteria, and the fact that the NRC safety, security, and financial assurance oversight continues for the site before, during and after the license transfer review process. The NRC presentation is in ADAMS at ML17024A106. ACTIONS:  The licensee intends to submit a formal request for the license transfer at by the end of February 2017. NRC will consider holding a public meeting after the request for license transfer is submitted. NRC will also establish a web page to post links to licensing documents related to this license transfer.
