SUMMARY

OF THE ADVANCED REACTOR CONSTRUCTION OVERSIGHT PROGRAM PRE-IMPLEMENTATION WORKSHOP PUBLIC MEETING HELD ON AUGUST 26, 2025 On August 26, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff hosted an Advanced Reactor Construction Oversight Program (ARCOP) Pre-Implementation Workshop. A public meeting notice was issued on July 30, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25213A066). A summary of the meeting is contained in this memorandum. The enclosure contains the meeting attendance list.

NRC staff provided a presentation on ARCOP draft Inspection Manual Chapters (IMCs)

(ML25226A119). The draft IMCs identify the proposed overall framework for ARCOP. In the presentation, an overview of the following draft IMCs was discussed:

• Draft IMC 2570 - ARCOP Basis Document (ML25210A583)

• Draft IMC 2571 - Dispositioning Advanced Power Reactor Construction Noncompliances (ML25210A579)

• Draft IMC 2572 - Assessment Program for Advanced Reactor Construction Projects (ML25210A580)

• Draft IMC 2573 - Inspection Of Quality of Reactor Construction Strategic Performance Area (ML25210A581)

• Draft IMC 2574 - Inspection of the Reactor Operational Readiness Strategic Performance Area (ML25210A582)

Feedback was received at the meeting on the proposed IMCs / ARCOP framework. In addition, some stakeholders indicated that they would be following up on the meeting by providing additional feedback to the NRC via written communications.
